As per the Modalities and Scheme Guidelines approved by the Competent Authority for Implementation of "Integrated Scheme for Export Promotion & Quality Improvement in Spices and Research and Development of Cardamom" during the 15th Finance Commission Period (2021-22 to 2025-26).
COMPONENT: EXPORT ORIENTED PRODUCTION
General Guidelines for Implementation
1. Applications along with requisite copies of documents are received in Field Offices across
the major spice growing regions of the country and entered in GMS. The applications are
scruitinised for eligibility based on eligibility criteria.
2. In addition to the documents prescribed in the working procedure, any other document felt
to be verified by the officer
concerned such as SC/ST certificate, legal heirship certificate, NoC from other Depts., MoU in
the prescribed format etc.
need to be submitted by the applicant for processing the application.
3) Farmers Groups seeking assistance need to be a legal entity such as Reg.
Society/FPC/FPO/SHG/SPS etc. and an
agreement has to be executed with the Board in the prescribed format in Rs.200/- stamp paper
and release of assistance
will be subject to conditions laid down by NITI Aayog.
4) On receipt of application and documents proving eligibility from the beneficiary, Officer
concerned will issue a conditional
permit order after preliminary inspection wherever applicable. Officer in charge will conduct
final inspection, subject to a
written communication regarding successful completion of the activity component/purchase of
equipment. The date of
receipt of this communication on completion at the concerned office will be treated as the
criteria for “first-come-first serve”
for inspecting and recommending eligible cases by the inspecting/recommending officer for
sanction of eligible amount.
Recommending Officer will recommend the eligible cases to Divisional Assistant Director /
Regional Deputy Director as the
case may be for sanction. Cases which require sanction from Director (Dev.)/Secretary will be
forwarded for their sanction
by the Officer concerned. Announced/unannounced checks will be conducted by the superior
officers as per hierarchy or as
delegated by Divisional Asst. Director/Regional Dy. Director and Director (Dev.) at random and
the percentage will be
decided by the Board.
5). Eligible assistance will be paid to the beneficiaries through DBT except in the case of
QGBG, weather based insurance
for cardamom(small) and distribution of polythene sheets.
6). In the case of QGBG the farmers group will pay 10% of the cost of post-harvest equipment
to the vendors empaneled by
the Board and 90% of the cost which is eligible as 90% assistance to the group for
establishing post-harvest equipment
Bank will be paid by the Board to the empaneled vendor on successful installation of the
equipment/device in the identified
premises of the group, for ease of procuring the machines/equipment by group. If any
unforeseen technical glitches are
faced to place the above arrangement in place by Spices Board, the group will have to pay 100%
amount to the empaneled
vendor and the eligible assistance to the group will be reimbursed from Spices Board through
DBT.
7). Documents prescribed for applying under various components of the assistance program may
be changed/modified
depending upon the statutory requirements of Centre/State/LSG from time to time.
8). If any changes that may be required for modalities and area of operation of the activity
components given in the working
procedure that may arise due to unforeseen circumstantial demands and policy of Govt., such
changes will be effected with
the approval of the Board, without making any changes in rate of assistance and eligibility
which are approved by the EFC.
9) The assistance will be available to a beneficiary only once, except in components where it
is specifically mentioned about
further assistance in the working procedure. In special circumstances which is beyond the
control of the beneficiary and on
valid reasons, one-time relaxation can be done with the approval of the competent authority of
Spices Board for a second
time benefit.
10) If the beneficiary applies for assistance and submit bills/document in a component which
is higher than the prescribed
assistance, the quantum of assistance will be limited as per eligibility.
11) Submission of application and qualifying eligibility criteria does not warranty sanction
of assistance. Sanction and
payment of assistance will be as per availability of funds and allocation of funds to the
component.

Individual growers of any of Indigenous varieties of spices viz., Cochin ginger of Kerala, Nadia Ginger of NE states, Alleppey finger turmeric of Kerala, Rajapuri turmeric of Maharastra, Lakadong / Megha Turmeric of Meghalaya and herbal spices of Tamil Nadu having holding size from 0.10 ha to 8 ha who are under organic certification are eligible to avail benefits under this component. A grower/group can avail assistance under the scheme for a maximum of 3 years at a maximum of 2 ha./beneficiary. An ICS without suitable land of its own can avail the assistance for establishing a seed bank in its name in a suitable land of a member in the group identified for the purpose, for distribution of seeds among its members on cost price, by entering into an agreement with the farmer identified for the purpose. The agreement can either be a part in the mandatory contract signed by the farmer with ICS for certification or a separate agreement with consent for sparing his/her land for the purpose and releasing the assistance from Spices Board to the ICS. |

Assistance subjected to a maximum of Rs 25 Lakhs per Spice Producer's Groups for the

Post-harvest machine /equipment bank: Setting up of post-harvest machine/equipment bank availing the assistance under the Post-harvest improvement programme of the Board during next five years at a maximum of 90 % of the cost, limited to the cost ceiling of each programme/ programmes fixed for Spice Producer's Groups in this working procedure. Assistance for Spice Producer's Groups will be for only two machine/equipment under each component of the PHI programme for use among the members of the Spice Producer's Groups. The custodian of the machines/equipments availed under the Board’s programme will be the designated office bearer of the Spice Producer's Groups (Rs 15 Lakh / Spice Producer’s Groups) 2. IT support for joining online platform on traceability and improving quantum of sale by the Spice Producer's Groups (hardware +other required accessories and subscriptions) (Rs 1.28 lakhs/ Spice Producer’s Groups) 3. Establishment of plot for GAP ( Rs 1.50 lakhs/ Spice Producer's Groups )- Area 0.4ha. Assistance proposal based and on standard cost of cultivation, at maximum of Rs.0.50 lakh/plot/year for 3 consecutive years. 4. Support for technical manpower for maintenance of online platforms, GAP plot and office of Spice Producer's Groups ( Rs 0.20 lakh/person/month for 3 consecutive years) The above assistance will be provided to Spices Producers Group based on MoU with Spices Board Group need to be a legal entity such as registered FPO, FPC, SHG, SPS and other such entities which can enter into a legally binding agreement. Those entities which are restricted from receiving assistance other than promoting/sponsoring agencies are not eligible under the component. Assistance will be released based on terms and conditions by NITI Aayog. |

Recommending Officer will arrange signing of MoU and collection of documents proving purchase and physically verify the installation of the equipment/device and recommend Eligible case for sanction of assistance. Other assistance on IT support, establishment of GAP plot and support for technical manpower under the component will be extended based on the terms and conditions stipulated in the MoU. Number of members in a group will be a deciding factor for selection of the group and quantum of assistance. The subcomponents (1 to 4) will be implemented together in exemplary groups with good track record and singly or clubbing 2 components as decided by the Board. |
